Heavy Rain cannot be overridden. Origin Pulse hits both opponents for 165 effective power each. Full-HP Water Spout can OHKO almost anything on turn one. Kyogre is one of the highest damage threats among restricted Legendaries in VGC 2026 — this guide explains how to systematically counter it.
Why Kyogre Is So Dangerous
Kyogre's Drizzle sets Heavy Rain, which cannot be overridden by any other weather ability — only replaced by another weather-ability user entering the field after Kyogre. Heavy Rain also zeroes out all Fire-type move damage, giving your team Fire immunity.
Water Spout at full HP has 150 base power as a spread move. Under Heavy Rain that's 225 effective power — enough to OHKO almost any Pokémon with less than 100 SpDef on turn one.
Under Heavy Rain, Thunder has perfect accuracy. At 150 SpAtk, Thunder threatens anything that resists Water but is weak to Electric — and it's single-target, bypassing Wide Guard.
Kyogre's 150 SpAtk ranks among the highest in the game. Combined with Rain boosts, Origin Pulse, Water Spout, and Thunder push damage to levels that cannot be tanked through pure bulk alone.
Counter Strategy 1: Groudon (The Weather War)
Groudon is the single best answer to Kyogre. Groudon's Desolate Land ability sets Extremely Harsh Sunlight on entry, replacing Heavy Rain and cutting Water-type move damage to 0.5×. The critical mechanic: whichever weather-setter enters the field last determines the active weather. This creates the "weather war" — the timing of your switches decides the game.
Under Extremely Harsh Sunlight, Water-type moves deal 0.5× damage. Kyogre's Origin Pulse drops from 165 effective power to around 55; full-HP Water Spout drops from 225 to 75. Kyogre loses most of its damage threat the moment Groudon is on the field.
If Groudon switches in after Kyogre, Harsh Sun covers Heavy Rain. For Kyogre to restore rain, the player must re-enter Kyogre or a rain-setter partner. Controlling when Groudon enters — and denying Kyogre a free re-entry — is the core skill of this matchup.
Groudon's Precipice Blades (Ground spread, 120 power) is extremely powerful under Harsh Sun and threatens Kyogre neutral while hitting most of its common partners. Rock-type coverage options also threaten anything Groudon doesn't cover outright.
Key Reminder
Groudon's Desolate Land does not "permanently" override Heavy Rain — it only takes priority while Groudon is on the field. If Kyogre re-enters, Heavy Rain returns. Unlike Primal Groudon's Primordial Sea analogue, standard Groudon cannot hard-lock the weather.
Counter Strategy 2: Electric-Type Answers
Kyogre is pure Water — Electric moves hit for ×2. However, Kyogre's 140 SpDef is extremely high, and special Electric moves often fall short of an OHKO. The key is physical Electric moves that bypass the SpDef wall, or Electric Terrain setters that amplify Electric damage enough to threaten Kyogre directly.
Iron Hands is the premier physical Electric attacker. Wild Charge hits Kyogre's ×2 weakness while bypassing its 140 SpDef — Iron Hands's high HP also lets it survive an Origin Pulse or reduced Water Spout to strike back. Bulk up sets can snowball after one Kyogre engagement.
Miraidon's Hadron Engine sets Electric Terrain on entry (1.3× Electric power on grounded targets) and boosts its own SpAtk. With base 135 SpAtk amplified by terrain, Thunderbolt can threaten Kyogre through even its 140 SpDef, especially with a Specs or terrain boost.
Alolan Raichu's Surge Surfer doubles its Speed in Electric Terrain, letting it outspeed Kyogre (base 90) after terrain is set. Not as bulky, but a solid fast Electric option if you have Electric Terrain support from a partner.
Under Heavy Rain, your own Thunder also hits 100% of the time. High-SpAtk Electric Pokémon can exploit the opponent's Rain against their own Kyogre — though 140 SpDef limits how much even neutral or super-effective special Electric moves can threaten a healthy Kyogre.
Counter Strategy 3: Chip HP to Defuse Water Spout
Water Spout Power Formula
Pokémon holding Rocky Helmet deal 1/6 HP damage when hit by contact moves. Kyogre's main moves (Origin Pulse, Water Spout) are non-contact, but Scald and some coverage options are — and contact damage stacks up across a match.
Rillaboom's Grassy Glide (priority +1, physical Grass ×2) can chip Kyogre's HP before it acts on the same turn, directly lowering Water Spout's power for that round. Fake Out into priority damage sequences are a reliable way to get early chip.
Under Sandstorm, non-Rock/Steel/Ground types lose 1/16 HP per turn. However, Kyogre's Heavy Rain overrides Sand — you would need Groudon's Harsh Sun active, and then a separate sand-setter, to get sand chip on Kyogre specifically.
Any damage from the prior turn — burn, hazards, chip — carries into Kyogre's Water Spout calculation. A Kyogre at 90% HP already has 135 base power Water Spout (202 with Rain). Every percentage point of prior chip matters.
Counter Strategy 4: Grass-Type Pressure
Rillaboom's Grassy Glide is a priority +1 physical Grass move amplified by Grassy Terrain. Priority lets it hit Kyogre before it acts on the same turn, and physical damage bypasses Kyogre's 140 SpDef. ×2 weakness with physical damage = the most reliable Grass-type counter option.
Amoonguss's Rage Powder redirects spread moves like Origin Pulse toward itself, protecting the partner for one turn. Amoonguss is Water-weak and won't survive an Origin Pulse, but absorbing one Origin Pulse to let a key attacker set up or act freely is a real trade.
Most special Grass attackers (Flutter Mane Moonblast notwithstanding, which isn't Grass) struggle to break Kyogre's 140 SpDef even at ×2. Energy Ball and Solar Beam both require either a boost or favorable conditions to threaten Kyogre directly — don't rely purely on special Grass.
Grassy Terrain heals 1/16 HP per turn for grounded Pokémon (Kyogre is grounded, so it also heals — a downside). However, Grassy Terrain boosts Grassy Glide's power and reduces Earthquake/Bulldoze damage, providing indirect pressure on Groudon-based team structures.
