There is no Trick Room speed cap — the slowest Pokémon simply moves first, with no minimum floor. The optimal strategy under Trick Room is to minimize Speed as much as possible (0 Speed EVs + hindering nature). The practical target is a Speed stat below 50 at Lv.50, which ensures you move first against most Trick Room abusers like Calyrex-Ice (base 50 Speed) or Iron Hands (base 50 Speed).
Trick Room uses the same speed formula as normal — floor((floor((2×base + IV + floor(EV/4)) × Lv / 100) + 5) × nature) — but compares results in reverse order. The Pokémon with the lowest final Speed value moves first. Speed boosts from Tailwind or Choice Scarf still apply, but they become a disadvantage under Trick Room.
